Scheer graduated from Ketchikan High School in 1986, earned a Bachelor of Arts from the University of Colorado in 1990, and a Juris Doctor from the University of Idaho College of Law in 1999.

Scheer’s career in the seafood industry began at Silver Lining Seafoods, Inc. and then NorQuest Seafoods, Inc. in Ketchikan, Alaska. There he worked in processing from 1985 - 1990, and from 1990 to 1997, Scheer worked in operations throughout Alaska, from Ketchikan to Bristol Bay.  Scheer is licensed to practice law in Alaska and Washington, and, in a legal career that spanned more than 20 years, Scheer represented companies in the seafood and maritime industries operating in Alaska and the west coast, practicing fisheries, business, regulatory, admiralty and transactional law in most commercial fisheries conducted from California to the Bering Sea.

In 2016, Scheer founded Premium Aquatics, LLC, d/b/a Seagrove, an Alaska mariculture development company. Seagrove operates a vertically integrated, multi-species mariculture operation, cultivating kelp and oysters.  Seagrove’s operations include a 127-acre kelp and shellfish farm on the west side of Prince of Wales Island, 6 miles south of Craig, Alaska, and soon, several additional sites which are either granted or in process. These operations represent the most culture area operated by a single company in Alaska.

Scheer has been a member of the Board of Directors of the Alaska Fisheries Development Foundation since 2007 and is currently the Board President. Scheer serves as the Treasurer and member of the Board of Directors of the Alaska Mariculture Alliance, as a member of the Board of Directors for the Southeast Conference and as a member of the Build Back Better Challenge Grant Governance Board.
